What the National Weather Service wrote

Strong thunderstorm activity developed across the higher terrain areas and foothills to the north and east of Phoenix during the afternoon and early evening hours. A storm complex that developed across the higher terrain areas to the northeast of Phoenix sent a surging outflow boundary westward into the Phoenix metro area with gusty winds in excess of 40 mph as well as areas of blowing dust observed. The gusty winds were enough to cause some minor tree and property damage.
