What the National Weather Service wrote

A very subtle disturbance in deep northwest flow helped to fire a thunderstorm around El Paso. A very dry surface with dew point depressions of over 60 degrees contributed to a wind gust to 67 mph at KELP.

An upper level trough was moving southeast through the Borderland with some mid level moisture over far west Texas. A very dry surface with dew point depressions over 60 degrees allowed for gusty thunderstorm winds.
