What the National Weather Service wrote
Scattered thunderstorm activity developed during the afternoon hours across the higher terrain areas of eastern AZ from the Mogollon Rim southward through southeast AZ and were steered westward under easterly mid-level flow. These thunderstorms were fueled by MLCAPE of 1000-1500 J/KG. With DCAPE values near 1500 J/KG, the environment was conducive to strong downburst winds as well as strong outflows. A complex of thunderstorms materialized across eastern Pinal County by the late afternoon, with a strong outflow emanating from the complex moving westward into the Phoenix metro area. The outflow generated areas of blowing dust (locally dense in some areas) as well as additional thunderstorm activity across portions of the Phoenix area. Peak wind gusts between 35-55 mph were observed as the outflow surged westward through Phoenix. Tree damage in the form of broken branches as well as downed power poles and powerlines were reported across some areas.
